Overview

The Redevelopment Authority of the County of Fayette, Pennsylvania (RACF) is the principle agency in Fayette County responsible for implementing community development and single-family affordable housing initiatives. Established in 1949, the Authority provides general community development services and administers several programs on behalf of the County and its municipalities.

Programs administered by the Authority include:

  • Community Development Block Grant (CDBG) Program
  • Homeowner Rehabilitation Program
  • Homebuyer Development Program
  • Weatherization Program

In addition to the programs listed above, the Authority also routinely administers special project-specific grants and activities on behalf of various municipalities and organizations throughout the County.

Recent project-specific grants and special initiatives undertaken by the Authority include:

  • The Fayette County Business Park: A 270-acre economic development initiative that includes professional service office buildings, retail establishments, and restaurants.
  • Neighborhood Stabilization Program: A grant-funded program that involves purchasing and rehabilitating foreclosed homes, building new homes, and demolishing dilapidated homes.
  • Redevelopment Assistance Capital Program (RACP): Through the Commonwealth’s Office of the Budget, the Redevelopment Authority applied for and received an RACP grant to fund improvements at the Fayette County Fairgrounds, which included installing a large roof over seating in the outdoor arena.
  • Stone Church Estates: A project developed in partnership with Threshold Housing Development containing a 23-lot new home subdivision with affordable homes available for purchase by very low-, low-, and moderate-income families.
  • Uniontown Hospital Expansion Program: A cooperative effort between Uniontown Hospital and the Redevelopment Authority where the Authority applied for and received an $8.44 million Infrastructure Facilities and Improvement Program (IFIP) grant from the State of Pennsylvania to help fund the hospital’s expansion.

During a typical program year, the Authority will administer over $5 million from a variety of local, state, and federal funding sources to implement a multitude of community development projects throughout Fayette County. This amount will also be utilized to leverage a substantial amount of resources from other public and private funding sources.
