NOTICE OF COMBINED PUBLIC HEARINGS FAYETTE COUNTY, PENNSYLVANIA FY2026 HOME PROGRAM GRANTS

Notice is hereby given that a combined public hearing to obtain the views and comments of citizens on proposed requests for funding through the Pennsylvania Department of Community and Economic Development (DCED) HOME Investment Partnership Program (HOME) will be held at the Redevelopment Authority of the County of Fayette, Pennsylvania Building (86 West Main Street – Uniontown, Pennsylvania) on disabilities. Every effort will be made to provide the needed materials to all residents, including persons with disabilities and LEP persons, upon request. Please call 724-437-1547 ext. 210 or TDD#711 at least 72 hours in advance of the hearing to request technical assistance.

August 10, 2026 at 10:00am. This location is accessible to persons with The County of Fayette anticipates submitting three separate applications requesting HOME funding from the Pennsylvania Department of Community and Economic Development (DCED) for proposed projects as follows: 1) $500,000 in Homeowner Rehabilitation throughout Fayette County, Pennsylvania to benefit low- to moderate-income persons; 2) approximately $2 million in Rental Housing Assistance for a New Construction project for City Mission-Living Stones: Mission Place Project (Phase V) in the City of Uniontown; and 3) up to $1 million in Community Housing Development Organization (CHDO) Operating Support for City Mission-Living Stones.

The proposed projects will not result in any residential displacement. It is the stated policy of the County to avoid activities which result in displacement. In the unlikely event any activity funded by the program results in displacement, it is the responsibility of the County and/or local municipality to provide relocation assistance. On behalf of Fayette County, the Fayette County Redevelopment Authority has developed a Citizen Participation, Code of Conduct and Conflict of Interest Policy, Drug Free Workplace Policy, Excessive Force Policy, Anti-Displacement Plan, MBE / WBE Plan, Section 3 Plan, Fair Housing Analysis and Annual Action Plan, Four-Factor Analysis and Language Access Plan, and 504 Plan, all of which are available for review at the Redevelopment Authority Office during normal working hours.

All interested agencies, groups and persons wishing to comment on the HOME Program applications may submit written remarks to the attention of Andrew French, Executive Director, Fayette County Redevelopment Authority (86 West Main Street, Uniontown, PA 15401) by August 20, 2026 or via email to bgirod@racfpa.org. Please indicate which application and funding source you are addressing. The County Commissioners will consider approval of the proposed applications at their regular meeting on August 20, 2026 at 10:00 a.m. in the conference room at 2 West Main Street, Uniontown PA 15401.

The application will be submitted to DCED by September 11, 2026.


The County of Fayette anticipates submitting 3 HOME program applications for 2026 as follows:

  1. Homeowner Rehabilitation throughout Fayette County, Pennsylvania to benefit low- to moderate-income persons; 
  2. Rental Housing Assistance for a New Construction project for City Mission-Living Stones: Mission Place Project (Phase V); and 
  3. Community Housing Development Organization (CHDO) operating support for City Mission-Living Stones

As community impacted by one or more of these proposed projects, we ask that you please post the attached notice in your community from today until the end of the comment period, August 20, 2026.
