FAYETTE COUNTY, PENNSYLVANIA AND OBO BULLSKIN, DUNBAR, GEORGES, GERMAN, LUZERNE, MENALLAN, NORTH UNION, REDSTONE, AND SOUTH UNION TOWNSHIPS
FY2026 COMMUNITY DEVELOPMENT BLOCK GRANT (CDBG)
Notice is hereby given that the Redevelopment Authority on behalf of the County of Fayette will hold public hearings to obtain the views and comments of citizens on community development needs in non-entitlement communities throughout Fayette County and in each of its nine entitlement communities as follows:

These meeting locations are accessible to people with disabilities. The purpose of these hearings is to discuss the Community Development Block Grant (CDBG) Program including the County’s past and future uses of CDBG funds, and the required Three-year Community Development Plan. The hearings will specifically discuss potential uses of each of the County’s CDBG allocations (see anticipated allocations in the chart above). The County’s total FY2026 CDBG allocation is approximately $1,385,415. CDBG and funds are provided to the County from the Pennsylvania Department of Community and Economic Development (DCED).
CDBG Program funds may be utilized for a variety of community development and housing activities such as: water and sewer line replacement and improvements; housing rehabilitation; construction of affordable housing; construction/reconstruction of public/community facilities; recreational facilities; public services that are new or provide quantifiable increases in the delivery of services; street improvements; historic preservation; removal of architectural barriers; code enforcement; economic development; acquisition and relocation; clearance and demolition; and general administration, planning, audit if required, and preparation of the CDBG application.

Eligible activities must meet one of three national objectives: principally benefit low-to-moderate income persons, prevention or elimination of slums or blight, or meet urgent need requirements. At least seventy percent (70%) of all available CDBG funds must benefit primarily (51% or greater) low- and moderate-income persons.
It is the stated policy of the County to avoid activities which result in displacement. In the unlikely event any activity funded by the CDBG programs result in displacement, it is the responsibility of the County and / or local municipality to provide relocation assistance and to replace any low- and moderate-income housing units that may be demolished or converted as a result of the use of CDBG funds.
All interested agencies, groups and persons wishing to comment on the community development needs and uses of CDBG funds may attend the hearings or submit written remarks to the attention of Andrew French, Executive Director, Fayette County Redevelopment Authority (86 West Main Street, Uniontown, PA 15401) by the end of day, July 29, 2026. A final public hearing discussing all proposed FY2026 CDBG activities is tentatively set for October 9, 2026 at 10:00 am at the Redevelopment Authority offices. Each of the nine Entitlements are expected to approve activities at their regular public meetings in September and October, 2026. It is anticipated that the County Commissioners will consider final approval of the FY2026 CDBG application at the regularly scheduled public meeting set for October 15, 2026 at 10am in the conference room at 2 West Main Street in Uniontown, PA 15401. The PA Department of Community and Economic Development (DCED) has announced the application submission deadline on October 30, 2026.
