FINAL PUBLIC HEARING FOR COUNTY OF FAYETTE AND ON BEHALF OF THE FOLLOWING ENTITLEMENT TOWNSHIPS: BULLSKIN, DUNBAR, GEORGES, GERMAN, LUZERNE, MENALLEN, NORTH UNION, REDSTONE, AND SOUTH UNION FOR THE PROPOSED USE OF FY2025 COMMUNITY DEVELOPMENT BLOCK GRANT (CDBG) FUNDS
Notice is hereby given that a public hearing to obtain the views and comments of citizens on community development needs in the County and the proposed use of FY2025 Community Development Block Grant (CDBG) funds will be held at the Fayette County Redevelopment Authority (86 West Main Street, Uniontown, PA) on October 9, 2025 at 10:00 a.m. This location is accessible to persons with disabilities. Every effort will be made to provide the needed materials to all residents, including persons with disabilities and individuals with Limited English Proficiency (LEP), upon request. Please call 724-437-1547 ext. 210 or TDD#711 at least 72 hours in advance of the hearing to request technical assistance.
The County of Fayette anticipates receiving a total FY2025 CDBG allocation of $1,377,768 from the Pennsylvania Department of Community and Economic Development (DCED). This allocation includes $1,113,620 in CDBG funds reserved for the nine Entitlement Townships and $264,148 in CDBG funds available for projects in non-Entitlement municipalities. Seventy percent (70%) of available funds must benefit low- and moderate-income persons.
The proposed use of FY2025 CDBG funding includes various infrastructure and housing activities, including Street Improvements, Recreation, Housing Rehabilitation Delivery and Administration Funds for each municipality. See the chart on the following page for a detailed listing of activities and funding amounts.
The proposed activities will not result in any residential displacement. It is the stated policy of the County to avoid activities which result in displacement. In the unlikely event any activity funded by the CDBG program results in displacement, it is the responsibility of the County and/or local municipality to provide relocation assistance.
On behalf of Fayette County, the Fayette County Redevelopment Authority has developed a Citizen Participation, Code of Conduct and Conflict of Interest Policy, Drug Free Workplace Policy, Excessive Force Policy, Anti-Displacement Plan, MBE / WBE Plan, Section 3 Plan, Fair Housing Analysis and Annual Action Plan, Four-Factor Analysis and Language Access Plan, and 504 Plan, all of which are available for review at the Redevelopment Authority Office during normal working hours.
All interested agencies, groups and persons wishing to submit written comments on the proposed use of FY2025 CDBG funds may submit written remarks to the attention of Andrew French, Executive Director, Fayette County Redevelopment Authority (86 West Main Street, Uniontown, PA 15401) by the end of day, October 9, 2025. Electronic comments may be emailed to bgirod@racfpa.org. Please indicate which municipality and activities you are addressing.
The County Commissioners will consider approval of the above proposed activities at their next regular meeting on October 16, 2024 at 10:00 a.m. at the Conference Room at 2 W Main Street, Uniontown PA 15401. The application will be submitted to DCED by October 31, 2025.
